Interview: A look back at the Young Scientists Summer Program

Former IIASA Director Roger Levien started the Young Scientists Summer Program (YSSP) in the summer of 1977. After 40 years the program remains one of the institute’s most successful initiatives.

The idea for the YSSP came out of your own experience as a summer student at The RAND Corporation during your graduate studies. How did that experience inspire you to start the YSSP?
At RAND I was introduced to systems analysis and to working with colleagues from many different disciplines: mathematics, computer science, foreign policy, and economics. After that summer, I changed from a Master’s in Operations Research to a PhD program in Applied Mathematics and moved from MIT to Harvard, because I knew that I needed a broad doctorate to be a RAND systems analyst.

From that point on, I carried the knowledge that a summer experience at a ripe time in one’s life, as one is choosing their post university career, can be life transforming. It certainly was for me.

Why did you think IIASA would be a good place for such a summer program?
When I thought about such a program within the context of IIASA, it seemed to me that it would offer an even richer experience than mine at RAND. I thought, wouldn’t it be wonderful to bring young scientists from many nations  together in their graduate-program years at IIASA. At that time, systems analysis was not well-known anywhere outside of the United States, and even there it was not very well known. In universities interdisciplinary research, and especially applied policy research, was almost nonexistent.

This would be an opportunity to introduce systems analysis to graduate students from around the world, who were otherwise deeply involved in a single discipline. It would be fruitful to bring them together to learn about the uses of scientific analysis to address policy issues, and about working  both across disciplines and across nationalities.

What was your vision for the program?
I hoped that these students, who had been introduced to systems analysis at IIASA, would become an international network of analysts sharing a common understanding of international policy problems. And in the future, at international negotiations on issues of public policy, sitting behind the diplomats around the table would be technical experts, many of whom had been graduate students at IIASA, having worked on the same issue in a non-political international and interdisciplinary setting. At IIASA they would have developed a common language, a common way of thought, and perhaps working together at the negotiation they could use their shared view to help their seniors achieve success.  A pipe dream perhaps, but also an ideal and a vision of what people from different countries and different disciplines who had studied the same problem with an international system analysis approach could accomplish.

The program is celebrating its 40th year. Why do you think it has been so successful?
I think there are many reasons for success. But for one thing, it’s my impression that just having 50 enthusiastic young scientists around brings an infusion of energy, which is a great boost to the institute. The young scientists also bring findings and methods on the cutting edges of their disciplines to IIASA.

What would be your advice to young scientists coming this summer for the 2017 program
It would be to engage as deeply as you can and as broadly as you can. This is an opportunity to learn about many things that aren’t on the curriculum of any university program. So, now’s the time to engage not only with other disciplines, but with people from other nations, to get their perspective. The people you meet this summer can be lifelong contacts. They  can be your friends for life, your colleagues for life, and the opportunities that will open through them, though unpredictable, are bound to be invaluable, both professionally and personally.

This is a learning experience of an entirely different type from the typical graduate program, which goes deeper and deeper into a single discipline. You have a unique opportunity to go broader and wider, culturally, intellectually, and internationally.

 IIASA will be celebrating the YSSP 40th Anniversary with an event for alumni on June 20-21, 2017.

Interview: Outside the castle walls

Fabian Wagner is a researcher in IIASA’s Mitigation of Air Pollution and Greenhouse Gases (MAG) Program. He is currently on sabbatical as a visiting professor at Princeton University.

What’s your role at Princeton?
I have a joint appointment with two institutions within the university, and one of my roles is to improve the communication between these: I am a visiting professor at the relatively young Andlinger Center for Energy and the Environment (ACEE), and a visiting lecturer at the Woodrow Wilson School of Public and International Affairs (WWS). The ACEE is part of the engineering school, so there I mostly interact with engineers, while the WWS mostly hosts economics, lawyers, and political scientists. At WWS I am part of the Science, Technology and Environmental Policy (STEP) Program.

What’s a typical day for you at Princeton?
Over the year I am teaching a fair amount, more than the average Princeton faculty. That is, I am not doing a sabbatical in the usual sense of the word. I am basically constantly preparing lectures for courses I am teaching on energy technologies, the energy and water nexus, and energy policy. I am also supervising undergraduate and graduate students on their theses. During the semester there are more seminars, brown bag lunches and breakfasts than one can realistically attend.

How does your work at the university differ from your work at IIASA?
Here the projects I am involved in do not have strict deadlines: The next deadline is always the next lecture. The exceptions are the days by which grades need to be submitted. As a professor I advise students, but they go away and do their research themselves. It is fascinating to see how smart they are and how quickly they absorb ideas and can apply them. Oh, and I have no supervisor who guides what I do.

What do you miss about IIASA?
I miss the team spirit of the MAG group, and the more international outlook on issues. What I do not miss is the long commute from Vienna to Laxenburg—here I live on campus and can walk to either one of my offices in three minutes.

What are you doing at a university that you would  not normally do at IIASA?
I attend a lot more seminars, and in general – because the work here is less funding-driven – there is a great deal of room for intellectual curiosity.  I also work with corporate partners of the university. While at Princeton, I’m working with a local energy utility on a project to model the future electricity system and electricity market in New Jersey and neighboring states to support the further development of their Energy Master Plan.

Here I have a lot of freedom in deciding what projects to engage in and how to spend my time. In my experience Princeton is very open to cross-cutting activities. IIASA is small, so the number of approaches, methods and modes of thinking are limited. On the other hand, much of the work at Princeton is not so holistic and integrated as IIASA’s work, and some activities here lack a critical mass and long-term engagement.

When you come back to IIASA, what would you want to bring with you from your experience at Princeton?
The courses that I teach here are more on the turf of IIASA’s energy and water programs, so I hope to be able to interact with them more in the future. Also, in addition to the specific things I am learning I also hope to bring back some inspiration to IIASA colleagues to think about the value of changing perspectives from time to time, and about the space of possible career moves.

IIASA Employee Number 1

It was October 1972 when I joined IIASA.  My first few days at the office,  then located  in Vienna’s 3rd District, were a bit confusing since there was only a lawyer taking care of matters.  The first IIASA director, Professor Howard Raiffa, and the secretary, Dr. Andrei Bykov, had been travelling back and forth from their respective countries but had not yet arrived to stay.

Andrei Bykov took office shortly thereafter, then Professor Howard Raiffa  and his wife Estelle arrived and with them his secretary Margot Sweet and his first assistant, Mark Thompson with his wife Elizabeth.  In the weeks and months that followed,  the initial team grew: we were joined by Prof. Letov, IIASA’s first Deputy Director, Silver Newton, Ruth Steiner, Julyan Watts, Vivien Schimmel, Claudia Staindl, to name a few.  A personnel system was needed, and one of the first steps was to develop a staff numbering system.  I was given number 001, as the first IIASA staff member.  Andrei Bykov was to receive 002, but it was agreed by all that, because of his good looks and his nationality, he should be given 007.

The small IIASA team then moved to a beautiful villa in Baden – Haus  Rosenauer – from which IIASA operated for almost a year.  In the early spring of 1973 Howard Raiffa and I moved into the first office available in the Schloss – his office.  Shortly thereafter approximately 10 more offices were handed over to IIASA.

My first Council Meeting, in January 1973, was quite an experience.   We were very few and so much to do!  You would see Andrei Bykov and me photocopying, sorting and then delivering the  meeting documents to the participants in their hotels in my little Volkswagen Beetle.  We also drove Council members from the airport to the hotels and back.  Prof. H. Koziolek and his assistant, from the Academy of Sciences of the German Democratic Republic, had to squeeze into my Beetle from the airport to the hotel and then to IIASA.

Howard and Estelle Raiffa, with their warmth and appreciation for others, instituted a strong feeling of family which so many of us still remember today.   They often invited the small staff to their apartment in the Operngasse for dinner, and Estelle would serve some of her delicious homemade dishes. It was during these years that we had the first 4th of July picnic organized by IIASA staff from the United States, the unforgettable celebration of the October Revolution, organized by  the staff from the Soviet Union, the International Dinner, at which time all of us brought a national dish from our home country, the wine and cheese parties, the beer parties, and other IIASA events, some of which continue to this day.
