Civil Society to the Rescue? is the scenario with non-state actors, such as the private sector, civil society organizations (CSOs), and non-governmental organizations (NGOs) dominating but often competing to influence regional development with a long-term strategic agenda. Non-state actors, like the private sector and CSOs drive regional development in Save Yourself, but their focus is on the short term and involves primarily extractive and emergency-response actions.
